运营调度领域是 Ether 平台的核心业务领域,负责管理:
- 综合工单管理(创建、分配、处理、关闭)
- 工单流转记录与状态机
- 消息通知系统(模板、规则、渠道)

- 状态流转必须通过合法的业务操作

- 优先级自动判定(新增):根据工单类型和来源自动设置优先级(如安全类默认HIGH,设备故障默认HIGH)
- 设备联动更新(新增):工单完成时自动更新关联设备状态

- CANCELLED (已取消): PENDING/ASSIGNED状态可转入
